中国太阳能产业化的启动者：

1996年创办《太阳能科普报》，到现在累计发行约三亿份。1997年起先后启动了“太阳能科普万里行”、“太阳能售后服务万里行”和“百城环保行”等活动，并且每年在全国各地数千个市、县、镇，举办数万场次集太阳能科普展示、销售、服务咨询于一体的绿色风暴活动。

中国能源环境立法的推动者：

作为全国人大代表，黄鸣是《中华人民共和国可再生能源法》议案的领衔提案人，直接推动了这部国家法律的颁布实施。2003年，黄鸣第一次参加全国人民代表大会时，联合了56名全国人大代表，提出可再生能源法议案，该议案于2005年2月获得全国人大常委会高票通过。《可再生能源法》于2006年1月1日正式实施，法律从议案变成条文，再到颁布实施，速度之快在中国立法史上是罕见的。
