天津渤天化工有限责任公司自办科技机构之一的技术中心为国家级技术中心，天津渤海化工集团公司技术中心的分中心。内设国家级聚氯乙烯工业试验基地，建筑面积：2047平方米，拥有13.5立方米、5.3立方米、4立方米、4台30立升聚合釜及相关的质量监测手段、PVC后加工装置、1000吨/年的PVC混料装置。精细化工基地内设100吨/年酶制取低聚甘露糖装置，总体建筑面积3012平方米。技术中心截止2000年底拥有固定资产2884万元，其中包括电镜、哈克流变仪等大中型检测仪器16台套。目前技术中心拥有科研实验人员146人，其中：包括高级工程师、硕士研究生等科技骨干48人，该中心曾研制开发过XS-7型PVC树脂获国家科技进步三等奖，TH400PVC树脂获市级优秀产品一等奖，氯丙共聚树脂获市级优秀新产品二等奖，高聚合度PVC系列树脂获市级科技进步一等奖，SG-5球型PVC树脂获市级科技进步二等奖。近期，2000年11月酶法制低聚甘露糖项目通过天津市科委鉴定，产品达到国内领先水平。
