福欣不锈钢厂第一期生产规模为年产不锈钢热轧钢卷72万吨，全厂区面积约87.6公顷，引进德国西马克(SMS-Siemag)、日本三菱日立(MH)与东芝三菱(TMEIC)，以及奥地利安德里茨(Andritz)等精良技术和设备，建造包含电炉、氩氧脱碳炉、连铸机的炼钢产线、热连轧钢卷产线、退火酸洗产线以及配套的公辅及冶金研发等设施，并设置精良的汽化冷却余热回收系统，轧线采用精良的层流控制冷却及除尘、废酸回收技术，以达到节能减排之效；预定采用精良真空精炼炉、第三代较新的热轧连轧机、退酸线增设在线轧机生产薄板，提升钢卷品质；以产销一体化之信息管理，优化生产排程、缩短交期，降低原物料及成品库存；并采用国内精良环保设备，创造安全工作环境。
