3.投资4200多万元一次性购置两台先进的大型转播车。两台大型转播车采用当今国际最先进的全数字化系统，可以使用激光、光缆、微波等多种集联方式，适合于各种环境和超远距离现场直播。大大改善了河南台的直播条件，使台外制作的节目画面更丰富，传播更直接，视觉效果更好。
4.安装八个频道全硬盘数字播出系统，2003年底实现了9个频道全数字播出，从而使播出信号明显改观。
