作为我国较早成立的认证机构之一，赛西认证前身中国电子质量体系认证中心成立于1994年。目前已在上海、深圳设立了分公司。

中国电子技术标准化研究院（CESI，简称赛西），是工业和信息化部直属事业单位，专业从事工业电子和信息技术领域标准化的科研机构。

赛西已从初期的单一标准制定，发展成集标准研制、试验检测、计量校准、认证评估、培训咨询和信息服务等标准化业务全价值链的基础性、公益性、综合性科研机构；业务领域涵盖材料、元器件、软件与集成电路、设备与系统、行业管理、信息技术与信息安全、安全与电磁兼容等全产业链。CESI现有员工800多人。
