北京市旧机动车交易市场于2002年7月按政府规划从丰台区南二环菜户营整体搬迁至丰台区南四环西路花乡，自筹资金购地建设的新市场结束了过往租地临建经营的局面。花乡市场二手车经营区内禁止个人游商，全部为持有国家工商局营业执照的二手车公司，按销售价格区间共分为四大二手车经营区。所有二手车经营区采用全封闭电子化入库管理，入场二手商品车必须接受市场管理部门的审验，非法或手续不齐备的车辆禁止在经营区内销售。2002年在全国推出“先行赔付全额退款”的措施。北京市旧机动车交易市场配备2500平米车辆检验场区和6500平米现代化过户大厅，北京市交管局、北京市工商局驻场办公，在场内可全程办理“车辆检验、查违章；办理过户；转移登记；外迁提档”全部手续。
