亿只鸭工程

“汉口精武”工业园的诞生标志着“汉口精武”工业化的开始。汉口精武工业园一期工程投产后,“汉口精武”公司与华中农业大学、武汉食品工业学院等高校建立起了长期合作关系,具备了科技创新、技术研发的坚实力量,并形成种鸭供应、饲料加工、农户养殖、屠宰加工和市场营销产业链条。“汉口精武”在成功推出真空包装的鸭脖及鸭系列产品后,完成了“汉口精武”鸭脖从散装卤菜到包装食品的转型。                                 

2005年,“汉口精武”在武汉的黄金地段陆续开设了近20家汉口精武专卖店,初显规模效益,品牌效应日见成效。当时,汉口精武每开设一家专卖店都形成火爆销售场面,在武汉的大街小巷随处可见“啃”鸭脖的场景;同年,汉口精武为了提升品牌形象,在武汉主流卖场开展终端包装工作,设置形象柜、形象商亭等,包装产品销售形成供不应求的局面。因为“汉口精武”的品牌影响力和不同寻常的销售业绩,公司当年被评为“湖北省农业产业化重点龙头企业”,并获得“湖北名牌产品”和“湖北省著名商标”殊荣。

市场份额的持续攀升,使汉口精武已有的生产规模显得力不从心,2007年3月汉口精武工业园二期工程投产,生产日产量达60余吨,品种近60个,至此,“汉口精武”鸭产品形成系列化;同年,公司在黄陂区金涂湾建成标准化商品肉鸭养殖示范基地,示范规模达到年出栏商品肉鸭30万只。汉口精武工业园二期建成后,汉口精武工业园成为武汉当时最大的熟食加工厂。

2007年“汉口精武”鸭脖已成为享誉全国的水禽深加工产品,“汉口精武”成为了武汉的城市名片,中华人民共和国第六届城市运动会在武汉召开,“汉口精武”鸭系列产品被授予为第六届城市运动会指定产品,赛会期间,带有六城会标志和指定特色食品称号包装的“汉口精武“系列产品在各专卖店、超市卖场和部分比赛场馆销售。通过携手六城会,被六城会授予为指定特色食品,使来自全国的参赛人员和来宾享受到了原滋原味的汉派食品,领略到了“汉口精武”系列产品品质以及独具特色的“汉口精武”鸭文化,这也标志着汉口精武开始了进军全国市场的第一步,同年“汉口精武”荣获“湖北省十大名牌农产品”。

经过六城会检验,“汉口精武”特色产品已突破地域性饮食观念,其口感、味道都能被全国消费者普遍接受与喜爱,鉴于此汉口精武进军全国市场的号角正式吹响,公司在全国糖酒会上开始亮相。糖酒会上,来自全国各地的客户在与公司洽谈的过程中都有一个共性,那就是都看好汉口精武的鸭产业,对“汉口精武”产品的市场前景都表现地十分乐观,不少国际连锁零售机构以优惠政策主动要求引进“汉口精武”进场。和公司签订了经销合作协议的大多数客户在他们当地市场都是具有相当经济实力和渠道影响力的,正是因为这些有利条件,“汉口精武”在全国市场范围内的品牌影响力迅速得到传播,销售业绩再次得到提升。

2008年3月,时任湖北省省委书记罗清泉同志考察汉口精武,提出“把汉口精武做大做强,做成中国的品牌,世界品牌,带领全省水禽稳步健康发展”;同月,时任湖北省省长的李鸿忠同志,在武汉市、区主要领导的陪同下,深入黄陂区武湖农场汉口精武食品有限公司调研鸭产业发展情况,李鸿忠省长强调指出,湖北是千湖之省,水资源丰富,发展水禽具有明显的比较优势,如果我省的水禽产业发展不够,说明我们这项工作还没有做到位。目前,湖北鸭产业发展暂时屈居山东等地之后,但通过今天的调研,对湖北鸭产业后来居上充满信心。特别是汉口精武从2003年开始做起,从市场终端入手,从贸工技而不是技工贸,发展思路清晰,也很有潜力,逐步发展成为湖北鸭产业的龙头之一。农业产业化、甚至“一主三化”建设的核心在于培育龙头企业。如果没有龙头企业,产业推进将很困难。因此,今天调研的主题,就是围绕把汉口精武打造成中国鸭产业的航母,怎么支持企业做大做强。一是省、市、区各级联手抓这个产业,支持汉口精武做大做强。因为从业态发展看,必须把大的做得更大,小企业才能逐步长大。目前,汉口精武已初具规模,看了很振奋。精武走的路很踏实,企业老总具有社会责任、战略眼光,是一个优秀的企业家,我们对其发展充满信心。怎么开拓市场、营销品牌,这是企业最善于做的事。我们各级政府应该做什么?主要从鸭产业上游入手,充分发挥湖北水禽大省的优势,支持水禽业的发展。二是完善政策、集中策划、整合资源、集中资金,支持重点龙头企业发展。不能“天女散花”。去年河南为支持双汇做大,支持了300个亿。如何集中使用资金,先测算一下,再提出意见。全省还有千千万万个专业户,还有很多大大小小的老板,我们要统筹考虑,特别是要支持现有的企业家,支持现有的企业。这方面工作由汤涛副省长具体研究,制定出台进一步加大支持水禽产业的优惠扶持政策。总之,希望把汉口精武培育成中国鸭产业航母,成为鸭产业的一面旗帜。

2008年上半年,湖北省委、省政府主要领导相继调研汉口精武食品工业园,并多次召开专题会议和深入现场,大力推动“汉口精武亿只肉鸭产业工程”,提出“把汉口精武做大做强,做成中国的品牌、世界品牌,带领全省水禽稳步健康发展”;以“汉口精武食品工业园有限公司”为龙头,在武汉“1+8”城市圈实施万户万只(双万)肉鸭产业工程,简称亿只鸭工程。亿只鸭工程突出打造肉鸭产业大基地、唱响汉口精武鸭脖大品牌、壮大加工企业大龙头三个重点,鼓励农户发展肉鸭养殖,达到年出笼商品鸭1亿只以上;扩大汉口精武龙头企业屠宰加工能力,年生产能力达到1亿只以上。

湖北肉鸭市场就掌控在自己手中,先有市场再乘势发展相关产业,天时地利人和。《“汉口精武”亿只肉鸭产业工程项目实施方案》对湖北肉鸭产业发展的设计,全程贯穿着现代农业理念。其中一些措施和建议,都是针对农业产业化进程中出现的难点,有的放矢。如何处理好企业与农民之间的利益分配,就是其一。对此,汉口精武董事长涂国华先生清醒地认识到:“农民能否从项目中稳定获利,决定着产业的兴衰。”该方案设计出一套养殖模式,要求做到实施“五统一回收”,包括“统一棚舍标准、统一鸭苗品种、统一饲料、统一防疫、统一技术服务、保底价回收”等。同时,还规定“每只鸭不低于1元~2元纯利润”。对于手上没有资金又想通过养鸭致富的农户,则承诺提供小额信贷。此外,公司与金融机构联手,提供农业保险业务,为降低养鸭风险再添一道保障。对产业全链条的设计则是该方案的另一大特色,方案提出,要综合建设“良种繁育体系建设、肉鸭标准化养殖、汉口精武水禽屠宰加工项目、汉口精武水禽深加工项目”等。目标是,从2008年起,争取用3年,在武汉周边形成1亿只以上鸭苗供应能力;发展1万个年出笼1万只以上的肉鸭养殖户,形成1亿只肉鸭养殖能力;扩大汉口精武的生产能力,使其年生产能力达到1亿只以上,形成肉鸭繁育、养殖、屠宰和深加工的产业链,实现总产值100亿元以上。2008年8月公司被国家八部委评为农业产业化国家重点龙头企业。2008年8月5日,省政府专题会议正式提出,以汉口精武为龙头,在武汉城市圈实施万户万只的亿只鸭产业工程。

湖北咸宁市崇阳县主要领导在获知省领导对“亿只鸭工程”的指示后,认为他们的地域环境非常适合鸭产业的发展,主动向汉口精武伸出橄榄枝。在经过多次实地考察后,汉口精武董事长涂国华认为崇阳县没有重工业、没有高污染,水系发达、水源洁净,适合规模化养殖肉鸭的特点,并决定在崇阳县投资建设大型肉鸭养殖基地和加工企业,在他的规划中,投资3.8亿元建一个占地5000亩的中国鸭产业文化城,尽力把崇阳打造成湖北亿只肉鸭工程的核心基地。2008年7月该项目在崇阳经济开发区破土动工,包括屠宰加工厂、肉鸭饲料厂、羽绒加工厂、全球种鸭基因库、观光农业园、有机肥料厂、四星级酒店等在内的多个大型链条项目。2008年汉口精武在黄陂区建成肉鸭屠宰厂,屠宰能力达到2000万只/年。

2009年3月作为“汉口精武亿只肉鸭产业工程”项目的总负责人,涂国华在武汉城市圈的城市之间密集穿梭,逐一与各地谈判,谈判合作进展顺利,同年汉口精武在这些城市建立了2个独资公司、3个控股公司和4个参股公司,在各地的投资超过5亿元。  

2009年为了提高汉口精武的科技创新水平和自主创新能力,公司构建武汉市汉口精武水禽研究中心和湖北省鸭业工程技术研究中心,形成以企业为主体、市场为导向、产学研相结合的技术创新体系。2009年,在湖北省科技厅批准下,在汉口精武食品工业园建成肉鸭加工实验基地(湖北省鸭业工程技术研究中心),基地拥有班产1吨肉鸭加工制品中试线1条,年产20000吨肉鸭加工制品生产线1条。2009年5月公司在崇阳县建成肉鸭屠宰厂,屠宰能力达到5000万只/年。

2009年前后,汉口精武开始实施人才战略,不断引进能满足企业发展需要的各类精英人才;在管理上开始推行绩效考核激励机制;在产品上,超越传统口味,大胆研发符合年轻消费群体消费偏好的新口味产品,在产品包装上推陈出新,产品规格更加丰富;在销售模式上实施多元化模式。正是有了这一系列战略措施保障,即使是在武汉本土市场鸭产品竞争白热化的情况下,“汉口精武”的品牌领导地位依然稳固,不仅如此,销售业绩还在持续稳步攀升。

2009年9月,汉口精武着力实施品牌战略,邀请湖北著名营销专家、品牌专家、营养学专家等权威人士共商“汉口精武”品牌建设大计。通过市场研究、品牌诊断后,“汉口精武”品牌文化建设摆在了公司战略的首要位置,LOGO重新设计、强化文化寓意,品牌形象代言人的新造型,产品包装的推陈出新,终端网点的硬包装建设等都以品牌文化建设为核心陆续开展起来,并付与实施推广。
通过2009年-2010年市场竞争实战,汉口精武培养出了一支业务素能较高、执行力强的销售团队,同时也建立了一支有现代企业管理意识的中、高层管理团队,基本形成了一套适合公司现状及未来发展需要的管理机制。

至2009年,汉口精武拥有五个加工园区,总投资达9.8个亿,占地2000余亩,园区加工厂全部按照国际食品卫生安全标准建设,具备年屠宰6000万只肉鸭和年深加工10万吨水禽熟食制品的能力。公司发展过程中,该公司一直注重“汉口精武”品牌的创建与维护,坚持“汉口精武”品牌的“绿色、生态、安全、健康、营养”的特色理念,从食品安全、营养和风味的角度引导消费者,先后通过了中国绿色食品认证、ISO9001国际质量管理体系认证、HACCP食品安全管理体系认证。

2010年5月,公司在崇阳县投资兴建的5000万只屠宰鸭生产线正式投产。以此为标志,汉口精武鸭航母正式起航。
集团化多元发展

自公司成立并担任董事长以来,涂国华先生始终未离开过工作现场,从未享受过都市灯红酒绿的生活……从建厂房、购设备、进卖场、树品牌,他的身影无处不在。他善于学习,勤于思考、勇于实践,思路清晰,目光远大,具有极强的科技创新意识和市场开拓能力。在企业内部管理及对外市场开拓方面,他始终坚持管理创新、科技创新和品牌创新理念,在他这些理念的指导下,公司的面貌在短短几年发生了根本转变,实现了从作坊式生产到工业化生产的跨越,实现年产值收入达3个多亿元。带动10000农民养鸭,为农民增加收入4,000万元,为湖北省农业产业化做出了巨大贡献。

围绕为人类提供“绿色、生态、安全、健康、营养”食品的经营理念,公司推出系列品牌“中央大厨房”、“千湖之省”、“黑乐黑”。“中央大厨房”为零售业态,经营范围以散装熟食为主;“千湖之省”经营范围以湖北本土农副产品为主;“黑乐黑”经营范围以黑色、休闲食品为主。
