为充分掌握及稳定油源,中油多年来积极进行国外合作探勘,触角遍及美洲、亚太及非洲等地,目前在厄瓜多、印尼、委内瑞拉、澳洲、美国、肯亚、利比亚与查德等国家,共计13处矿区合作探勘,并与中国海洋石油总公司积极推动两岸探勘合作。中油现有高雄、桃园及大林等3座炼油厂,所炼制之原油几乎全数仰赖进口,主要来自中东地区,油品则以供应国内市场为优先,而外销市场主要为日、韩、香港、菲律宾、新、马、纽、澳、中国大陆、美国及中东等地,未来仍将持续开发外销市场,增进公司整体效益。

中油着手推动林园石化厂「三轻更新投资计划」,藉由制程汰旧换新提高产量,以缩小南部地区石化原料供给缺口。另为进行石化上中下游垂直整合,中油与石化业者合资成立「国光石化科技股份有限公司」,期带领国内石化产业根留台湾,促进整体经济发展,并创造就业机会,该计划并经行政院项目核定为国家重大投资计划。

台湾油品市场竞争激烈,加油站全面落实精致服务,推动顾客关系管理,并推出卡片自助式加油,提供多元服务,成功坚守国内加油站通路市占率70%以上。另基于天然气具有高效能、无污染且安全方便之特性,在「能源多元化」之政策目标下,中油为确保国内供气稳定,除致力分散气源,并兴建永安及台中2座液化天然气(LNG)接收站,透过全台完整输储系统,充分供应台湾天然气市场。

在润滑油方面,国内市场竞争激烈,中油市占率约3成;近年中国大陆、东南亚等地区因经济发展带动需求,已成为国际油公司争相布局之重镇。未来中油将持续强化国内营销通路,并发展海外代掺及多角贸易业务。在液化石油气方面,中油为国内主要供应商,肩负充分供应国内民生所需之任务,将发挥质量优势并充分运用全台完善输储系统与经销网络,稳固国内市场并拓展外销通路,以创造获利。另为推广油气双燃料车,增设加气站,以改善都会区空气质量。在溶剂化学品方面,提升产品质量与形象,致力新产品与新业务之开发,拓展越南及大陆等市场,跨足生技领域,推出价格合理且高质量之生技产品。
