青海竞帆律师事务所，原名西宁市第二律师事务所，成立于1987年，2000年5月在全省完成合伙制律师事务所改制，目前是青海省规模较大的合伙制律师事务所。竞帆所在不断发展的三十年的历程中，法律服务市场和专业化分工日渐成熟，按照专业化、规模化的发展方向，已成为专业特色明显且兼具各种专业化法律服务的综合性律师事务所，发挥了律师团队合作以及律师专业人才的作用。

本所现有合伙人8名，全部为专职律师，注册律师28人，其中专职律师24人，兼职律师4人，律师助理及行政人员4人。全部人员均为本科以上学历，其中硕士研究生学历7人。年龄构成中，50岁2人，40岁以上的10人，30到40的14人，30岁以下的2人。

竞帆内部按专业化分工，分设公司事务部、证券部、房地产部、金融部、诉讼仲裁部、涉外法律事务部、刑事诉讼部、行政部、财务部等九个业务部门。专业类型结合每名律师的专业特点、技能归集其适合的发展方向，以有专业特长的律师为主，将专业的律师组合到一起，集中团队的力量，侧重某一项专业业务领域的发展和研究。促进本所律师之间的合作，为客户提供了优质的法律服务。

为促进我省法学教育和法律人才培养，自2001年4月本所在青海省三所高校设立“竞奖学金”，目前已举办了十四届，累计入资金30万元，资助法学类专业人才300余人。本所今后还将不懈努力，继续举办好竞帆奖学金活动，以更好方式为有志于法学事业发展的同学们搭建提升理论研究能力和社会实践能力的学习交流平台。

本所积极参加义务普法，法律宣传活动。本所在学雷锋日、法律宣传日重大节庆日、义务法律服务单位举办活动时等机会积极组织律师参加公益普法宣传活动。本所年均参加义务法律宣传活动近百次，平均每次活动派出律师3-5人，接待咨询人员近千人，发放宣传材料10000余份。

According to the specialized division of labor, Jingfan has nine business departments, including company affairs department, securities department, real estate department, finance department, litigation and arbitration department, foreign legal affairs department, criminal procedure department, administration department and finance department. The professional type combines the professional characteristics and skills of each lawyer to gather its suitable development direction. It focuses on lawyers with professional expertise, combines professional lawyers together, concentrates the strength of the team, and focuses on the development and research of a professional business field. To promote the cooperation between our lawyers and provide our clients with high-quality legal services. In order to promote the education of law and the training of legal talents in our province, we have set up "competitive scholarship" in three colleges and universities in Qinghai Province since April 2001. At present, we have held 14 sessions, accumulating 300000 yuan of funds and supporting more than 300 legal professionals. The exchange actively participates in compulsory law popularization and legal publicity activities. We will actively organize lawyers to participate in the publicity activities of public welfare and law popularization on Lei Feng day, major festival day of Law Publicity Day and activities held by compulsory legal service units. The exchange has participated in nearly 100 compulsory legal publicity activities every year, with an average of 3-5 lawyers, nearly 1000 consultants and more than 10000 publicity materials.
