中国出口信用保险公司(简称“中国信保”)是由国家出资设立、支持中国对外经济贸易发展与合作、具有独立法人地位的国有政策性保险公司,于2001年12月18日成立,目前已形成覆盖全国的服务网络。公司的经营宗旨是:“通过为对外贸易和对外投资合作提供保险等服务,促进对外经济贸易发展,重点支持货物、技术和服务等出口,特别是高科技、附加值大的机电产品等资本性货物出口,促进经济增长、就业与国际收支平衡”。

中国信保的业务范围包括:中长期出口信用保险业务;海外投资保险业务;短期出口信用保险业务;国内信用保险业务;与出口信用保险相关的信用担保业务和再保险业务;应收账款管理等出口信用保险服务及信息咨询业务;保险资金运用业务;经批准的其他业务。中国信保还向市场推出了具有多重服务功能的“信保通”电子商务平台和小微企业投保平台,使广大客户享受到更加快捷高效的网上服务。

公司成立以来,出口信用保险对我国外经贸的支持作用日益显现。尤其在国际金融危机期间,出口信用保险充分发挥了稳定外需、促进出口成交的杠杆作用,帮助广大外经贸企业破解了“有单不敢接”、“有单无力接”的难题,在“抢订单、保市场”方面发挥了重要作用。截至2016年末,中国信保累计支持的国内外贸易和投资规模超过2.8万亿美元,为数万家出口企业提供了出口信用保险服务,为数百个中长期项目提供了保险支持,包括高科技出口项目、大型机电产品和成套设备出口项目、大型对外工程承包项目等,累计向企业支付赔款94.8亿美元。同时,中国信保还累计带动233家银行为出口企业融资超过2.7万亿元人民币。
