外高桥集团股份以海关特殊监管区和税收优惠的政策优势为起步点,推动外高桥保税区逐步发展成为集出口加工、国际贸易、转口贸易、保税仓储和商品展示等功能于一身的经济开放型区域。

一、开发区域

目前,外高桥集团股份拥有两个保税园区(自贸试验区涵盖范围,即外高桥保税区和保税物流园区),一个非保税物流园区(外高桥物流园区二期),一个启东园区(外高桥启东产业园),一个配套城市化生活区(森兰●外高桥),并参与了普陀区西北物流园区的开发运营;受托管理的企业则拥有一个配套城市化生活区(高桥新城),并参与了洋山保税港区的开发运营。上述两者总开发土地

自1990年外高桥保税区封关运作,外高桥集团股份及其前身已经走过了20多年的发展历程。先后经过了大规模土地开发阶段(1990-1999年)——以区域内三大开发公司为主体,迅速形成了园区开发、招商引资、项目引进的高潮;土地与功能开发阶段(2000-2005年)——由开发建设为主向管理服务为主、由政策优势向综合环境优势转变,发挥了开发营运、功能创新和示范带动等作用。功能深化和开发模式转型阶段(2006年-目前)——制定了集团战略,以建设功能前沿、总部集聚、贸易便利、联动紧密的国际贸易城为目标,为打造世界自由贸易园区而努力。
