Arm's business model focuses on the design and licensing of IP, rather than the production and sale of actual semiconductor chips. The company grants IP licenses to partners, including semiconductor and systems companies. These partners can use arm's IP design to create and produce on-chip system design, but they need to pay arm the license fee of the original IP and pay royalties for each chip or chip produced. In addition to processor IP, the company offers a range of tools, physical and system IP to optimize system on chip design.
