1999年6月，北京市人民政府出具《关于同意设立北京中关村科技发展股份有限公司的通知》（京政办函[1999]79号），同意设立北京中关村科技发展股份有限公司，股份总数为30,000万股，股本总额为30,000万元。其中，北京住宅开发建设集团总公司27,000万股、北京市国有资产经营公司1100万股、北京市新技术产业发展服务中心500万股、北京实创高科技发展总公司500万股、联想集团控股公司300万股、四通集团公司300万股、北京北大方正集团公司300万股。同日，北京市国有资产管理局亦作出《关于北京中关村科技发展股份有限公司国有股权管理有关问题的批复》同意北京市住宅开发建设集团总公司以经评估并经确认的净资产作为投入与北京市国有资产经营公司、北京市新技术产业发展服务中心、北京实创高科技发展总公司、联想集团控股公司、四通集团公司、北京北大方正集团公司共同发起设立北京中关村科技发展股份有限公司。

1999年6月，北京中关村科技发展股份有限公司取得了北京市工商行政管理局核发了注册号为1100001042864的《企业法人营业执照》。并于当年7月在深交所挂牌上市。

2006年底至2007年初，中关村科技公司完成股权重组和股权分置改革，鹏泰投资、广东粤文、海源控股等企业收购了北京住总集团所持中关村科技公司的全部股权，公司从一家国有控股企业成功转变为由多种经营成分组成的现代股份制企业。

On the same day, Beijing Municipal Administration of state owned assets also issued the reply on issues related to the management of state owned equity of Beijing Zhongguancun Science and Technology Development Co., Ltd., agreeing that Beijing housing development and Construction Group Corporation will invest the assessed and confirmed net assets into Beijing Municipal State owned assets management company, Beijing new technology industry development service center, Beijing innovation high technology development Co., Ltd Beijing Zhongguancun Science and Technology Development Co., Ltd. was jointly established by exhibition head office, Lenovo Group holding company, stone group company and Beijing Beida Founder group company. In June 1999, Beijing Zhongguancun Science and Technology Development Co., Ltd. obtained the business license of enterprise legal person with registration number of 1100001042864 issued by Beijing Administration for Industry and commerce. It was listed on Shenzhen Stock Exchange in July of that year. From the end of 2006 to the beginning of 2007, Zhongguancun Science and Technology Co., Ltd. completed the share restructuring and share splitting reform. Pengtai investment, Guangdong Yuewen, Haiyuan holding and other enterprises acquired all the shares of Zhongguancun Science and Technology Co., Ltd. held by Beijing residential group. The company has successfully changed from a state-owned holding enterprise to a modern joint-stock enterprise composed of multiple business components.
