甘肃天宝塑业有限责任公司，是甘肃省盐业集团能源有限责任公司于2014年7月通过收购原天水天宝塑业公司全部股权后成立是新公司。公司主要经营农用地膜、棚膜的研发、生产、销售以及废旧地膜回收利用，公司注册资本1亿元，原厂址位于天水市莲亭路47号，现有员工170人，年产销农膜1.2万吨，销售收入1.5亿元。

原厂始建于1966年，已有50年农膜生产历史，公司内部设立专门农膜研发中心、自有销售团队，生产技术力量雄厚，产品知名度强。

因企业建厂年代久远，原建设规模与生产装备已不能满足农膜产业的发展需要，多年来因扩建、改造等诸多因素造成厂区布局凌乱，原材料与产成品仓储条件受限，严重制约企业发展，同时也造成生产成本增大。为此，企业决定走“出城入园”之路，将生产厂子搬出市区，靠近产品用户端，原厂址做深开发，凭借天水市区良好的地理位置优势及房地产紧缺的机遇，做房地产开发，以增长企业赢利水平。

2016年4月份，通过“招商引资”方式，甘肃天宝塑业与天水市武山县人民政府达成协议，确定将甘肃天宝塑业有限责任公司武山新厂项目落地于武山县工业园区内。本项目总占地面积为200亩以上，建设分二期进行，项目总投资5亿元。

一期农膜（地膜、棚膜）扩大产能和自动化升级换代为主，新建农膜（地膜、棚膜、降解膜、包装膜等）联合生产车间，配套研发中心、供电系统、供水系统、综合办公楼、库房中间道路并消防通道、车库、绿化区及其他辅助设施。项目计划安装地膜和棚膜主要设备35套，自动化TCL集中拌料和管道输送料系统，功能母料生产设备套，边角料造料设备，其他辅助设备。一期用地合计50亩，项目建成后实现农膜等年产销4万吨以上（其中地膜2.5万吨，功能棚膜年产销1.5万吨以上），一期总投资2亿元，计划建设期1年。

二期以编织布（袋）、生态木（木塑板材）、废旧农膜回收综合利用、工业包装膜、盐业包装、管材、3D打印耗材、石墨烯等新型高附加值塑料制品项目为主，二期项目工程合计建设用地150亩，总计划二期投资3亿元，建设期2年（2017年—2018年）。二期项目建成后实现编织布（袋）、生态木、废旧农膜综合利用（炼制汽柴油等）、包装膜、管材、3D打印耗材等新型塑料制品达产达标年产销4万吨左右。

一二期建成投产后，可实现产销各类塑料产品8万吨以上，实现销售收入10亿元以上。

一期项目在当地政府的支持下，项目于5月份正式启动，目前已建成4400平米的四层综合办公大楼，17000平米的金结构联合生产车间主体，水电暖、消防设施、生产设备安装、综合办公大楼的内外装修等工程正在紧张的施工中，配套设施预计8月底前完成，9月初达到试车条件。二期项目计划于2017年动工。

Gansu Tianbao Plastic Industry Co., Ltd. is a new company established in July 2014 by Gansu salt industry group energy Co., Ltd. through the acquisition of all shares of the original Tianshui Tianbao plastic industry company. The company is mainly engaged in the R & D, production and sales of agricultural mulch film and shed film as well as the recycling of waste mulch film. The registered capital of the company is 100 million yuan. The original plant site is located at No. 47, Lianting Road, Tianshui City, with 170 employees, 12000 tons of annual production and sales of agricultural mulch film and 150 million yuan of sales revenue. The original factory was founded in 1966, with a history of 50 years of agricultural film production. The company has set up a special agricultural film R & D center and its own sales team, with strong production technology and product popularity. Due to the long history of the enterprise, the original construction scale and production equipment have not been able to meet the development needs of the agricultural film industry. For many years, due to many factors such as expansion and transformation, the layout of the plant is disordered, the storage conditions of raw materials and finished products are limited, which seriously restricts the development of the enterprise, and at the same time, the production cost increases. Therefore, the enterprise decided to take the road of "going out of the city and into the park", move the production factory out of the city, close to the product user end, make deep development of the original plant site, and make real estate development with the good geographical position advantage of Tianshui City and the opportunity of real estate shortage, so as to increase the profit level of the enterprise. In April 2016, Gansu Tianbao plastic industry reached an agreement with the people's Government of Wushan County, Tianshui City, through the "investment promotion" method, to determine that the new Wushan plant project of Gansu Tianbao Plastic Industry Co., Ltd. will be located in the industrial park of Wushan County. The project covers an area of more than 200 mu, and the construction is carried out in two phases with a total investment of 500 million yuan. In the first phase, the capacity expansion and automatic upgrading of agricultural film (plastic film, plastic film) are mainly focused on, and a new joint production workshop of agricultural film (plastic film, plastic film, degradation film, packaging film, etc.) is built, with supporting R & D center, power supply system, water supply system, comprehensive office building, middle road of warehouse, fire fighting channel, garage, green area and other auxiliary facilities. The project plans to install 35 sets of main equipment for plastic film and shed film, automatic TCL centralized mixing and pipeline conveying system, functional master material production equipment, leftover material manufacturing equipment and other auxiliary equipment. The total land for the first phase is 50 mu. After the completion of the project, the annual production and sales of agricultural film will be more than 40000 tons (including 25000 tons of plastic film and 15000 tons of functional shed film). The total investment for the first phase is 200 million yuan, and the construction period is planned to be one year. The second phase is mainly the weaving (bag), ecological wood (wood plastic plate), waste agricultural film recycling and comprehensive utilization, industrial packaging film, salt industry packaging, pipe material, 3D printing consumables, graphene and other new high value-added plastic products projects. The total construction land of the second phase is 150 mu, with a total planned investment of 300 million yuan in the second phase, with a construction period of 2 years (2017-2018). After the completion of the second phase of the project, new plastic products such as woven cloth (bag), ecological wood, waste agricultural film (refining gasoline and diesel oil, etc.), packaging film, pipe material, 3D printing consumables will be produced and sold about 40000 tons per year. After phase I and phase II are completed and put into operation, it can produce and sell more than 80000 tons of all kinds of plastic products, and realize sales revenue of more than 1 billion yuan. With the support of the local government, the first phase of the project was officially launched in May. At present, 4400 square meters of four storey comprehensive office building, 17000 square meters of the main body of the joint production workshop of gold structure, water and electricity heating, fire-fighting facilities, production equipment installation, internal and external decoration of the comprehensive office building and other projects are under intense construction. The supporting facilities are expected to be completed by the end of August and reach the trial in early September Vehicle conditions. The second phase of the project is planned to start in 2017.
