坐落在天津渤海之滨，河北区黄纬路60号的中国人民解放军第254医院，创建于1949年，前身为“华北军区陆军总医院”、“第一军医大学临床学院”，1954年命名为中国人民解放军第254医院。医院现有38个科室，46个专业，展开床位750张，是南开大学医学院附属医院和第二军医大学、第三军医大学、白求恩军医学院、武警医学院、南开大学医学院等六所医学院校的教学医院，是国家卫生部批准的全国药品不良反应监察医院和国家食品药品监督管理局批准的“临床药物试验机构”，是一所集医、教、研和预防保健为一体的大型综合性三级甲等数字化医院。

医院设有全军临床药理基地、北京军区生殖健康技术中心、北京军区学科消化内科、泌尿外科、骨科，设有内外科和妇产科三个硕士学位授权点。有高级技术职务人员100余名，教授24名，硕士、博士、博士后共计60名。拥有56导电生理工作站、INONVA3100数字减影系统、螺旋CT、ECT、手术导航系统、核磁共振、多尼尔碎石机、全自动生化分析仪、数字彩超、肿瘤微波治疗仪、直线加速器，CR（数字X光机）等医疗设备。近年来，共发表学术论文1350篇，出版专着8部。
