根据协议，意大利联合圣保罗银行将在信息技术支持、产品研发、战略规划制定、风险管理和信贷审核流程改造、人力资源管理及其他核心业务领域向青岛商行提供技术转移和支持。

青岛商行是青岛市惟一一家地方性商业银行，该行通过发行新股将其注册资本从人民币11亿元增至约人民币20亿元。此次增资完成后，海尔集团持有该行约28%的股份，仍为青岛商行第一大股东，增资前海尔集团通过关联公司持有其52%的股权。

据悉，本次增资及与意大利联合圣保罗银行战略合作的实施，将全面提升青岛商行的竞争力。该行的资本金、资本充足率等监管指标将进一步改善，风险控制和内部管理水平将进一步提高，为该行的上市奠定了坚实的基础，并加快推动上市工作的进程。

根据现有规定，外资在中资银行中的持股比例上限为25%，单一外商投资者的持股比例不得超过20%。据报道，国际金融公司(IFC))可能会购买该行5%的股权。国际金融公司是世界银行集团的私营部门机构。
