The founding team of China Science and Technology Development Co., Ltd. is from the visual information processing and learning research group (vipl research group) of the Intelligent Information Processing Laboratory of the Institute of computing, Chinese Academy of Sciences, led by researcher Shan Shiguang and researcher Chen Xilin. In April 2017, Hangzhou Huoshi Technology Co., Ltd., a system integration company controlled by Sinotech, was established in Binjiang District, Hangzhou.
